What good is it for such students to perform well on homework and exams but flounder when talking to English speakers in the real world?
Learning a language isn't just memorizing the concepts, sounds, and symbols related to it. It is changing yourself to perceive, conceptualize, and interact with the world differently. English learners need opportunities to practice using the language in meaningful ways in order to develop communicative competence.
The conversationally fluent English speaker mostly no longer has to think about what they are saying or hearing. They mostly no longer need to translate between English and their native language because it has become an unconscious process.
